JISF chairman’s comment regarding the final determination of Sunset Review on large diameter line pipes (LDLP)

On September 12, the U.S. International Trade Commission (ITC) voted to continue existing trade restraints on large diameter line pipes imported into the U.S from Japan following the second sunset review of the existing anti-dumping measures.

The Japanese steel industry has claimed during the sunset review proceedings that revocation of large diameter line pipes order on Japan is not likely to lead to continuation or recurrence of material injury to the U.S. steel industry.

Nonetheless, based on the determination in this sunset review, the ITC appears to have concluded that protection of the U.S. steel industry should be given the highest priority, continuing anti-dumping measures which were imposed more than ten years. This is unfair and extremely disappointing decision.

The Japanese steel industry will carefully study this decision and determine an appropriate course of action.
